CRA September 2026 Deadline: What Manufacturers Must Do Now

The EU Cyber Resilience Act (CRA) entered into force in December 2024, but its obligations phase in gradually. The first major compliance milestone arrives on 11 September 2026, when Article 14 reporting obligations become enforceable. That is roughly five months from today. If your organization manufactures or distributes products with digital elements in the EU market, the time to prepare is now, not later.

This post breaks down exactly what the September 2026 deadline requires, what infrastructure you need to have in place, and the concrete steps you should be taking right now to avoid non-compliance.

What Happens in September 2026

The CRA follows a staggered enforcement timeline. While the full set of obligations for product security requirements does not take effect until December 2027, one critical set of rules kicks in much earlier: the vulnerability and incident reporting obligations under Article 14.

Starting on 11 September 2026, manufacturers of products with digital elements must report two categories of events — simultaneously to the CSIRT designated as coordinator for their main establishment and to ENISA (the EU Agency for Cybersecurity) — through the designated single reporting platform:

  1. Actively exploited vulnerabilities found in any product they have placed on the EU market.
  2. Severe security incidents that impact the security of those products.

This is not a future consideration. It is a near-term operational requirement with real enforcement teeth. Non-compliance can result in fines of up to 15 million euros or 2.5% of global annual turnover, whichever is higher.

What Article 14 Requires in Practice

The reporting obligations under Article 14 follow strict timelines. When a manufacturer becomes aware of an actively exploited vulnerability or a severe incident, the clock starts immediately:

  • Within 24 hours: Submit an early warning notification, indicating — where applicable — the Member States where the affected product has been made available and, for incidents, whether unlawful or malicious acts are suspected.
  • Within 72 hours: Follow up with a fuller notification that includes general information about the product, the nature of the exploit or incident, its severity, and any corrective or mitigating measures taken or available to users.
  • Final report: For actively exploited vulnerabilities, no later than 14 days after a corrective or mitigating measure is available; for severe incidents, within one month of the 72-hour notification. It must contain a detailed description of the event, the root cause, any applied remediation, and, where applicable, information about the exploiting threat actor.

Manufacturers must also notify users of affected products without undue delay, along with guidance on how to mitigate the risk. This is not optional supplementary information. It is a binding obligation.

The scope here is broad. "Products with digital elements" covers any software or hardware product that includes a digital component and is made available on the EU market. This includes firmware, operating systems, embedded software, IoT devices, industrial control systems, and consumer electronics. If your product connects to a network or processes data, it almost certainly falls within scope.

Building a PSIRT Process

You cannot meet Article 14 timelines without a structured vulnerability handling process. The industry standard for this is a Product Security Incident Response Team (PSIRT), and the CRA effectively mandates one, even if it does not use that exact term.

A functional PSIRT process for CRA compliance needs to cover the following:

  • Vulnerability intake: A clear, publicly accessible channel for receiving vulnerability reports from external researchers, customers, and automated scanning tools. The CRA requires manufacturers to provide a contact address for vulnerability reporting.
  • Triage and assessment: A repeatable process for evaluating reported vulnerabilities, determining severity (using CVSS or a comparable framework), and deciding on response priority.
  • Coordination: Defined workflows for coordinating with component suppliers, open-source maintainers, and other stakeholders when a vulnerability spans multiple products or dependencies.
  • Remediation tracking: Internal systems that track each vulnerability from intake through patch development, testing, and deployment.
  • Reporting to ENISA: Pre-established templates, designated personnel, and tested workflows for meeting the 24-hour early warning, the 72-hour notification, and the final report — due 14 days after a corrective or mitigating measure is available for an exploited vulnerability, or one month after the 72-hour notification for a severe incident.
  • User notification: A reliable mechanism for notifying affected users with actionable remediation guidance.

If you do not have a PSIRT today, standing one up is not something you can accomplish in a few weeks. The roles, tooling, documentation, and internal buy-in all take time. Start immediately.

SBOM Requirements Under the CRA

The CRA introduces a formal obligation for manufacturers to create and maintain a Software Bill of Materials (SBOM) for every product with digital elements. While the SBOM requirements tie into the broader product security obligations taking effect in December 2027, building your SBOM capability now is essential for meeting the September 2026 reporting deadline effectively.

Here is why: you cannot report actively exploited vulnerabilities accurately if you do not know what components are in your products. An SBOM is the foundation that makes vulnerability identification, triage, and reporting possible at scale.

Under the CRA (Annex I, Part II(1)), the SBOM must be drawn up in a commonly used, machine-readable format and cover at least the product's top-level dependencies. That is the legal minimum — but vulnerabilities do not stop at level one, so a working SBOM practice aims for:

  • Component identification: The name, version, and supplier of the third-party and open-source components included in the product — ideally down through the transitive dependencies, even though the regulation's baseline is top-level.
  • Dependency relationships: How components relate to each other within the software supply chain.
  • Sufficient detail for vulnerability mapping: Enough information to reliably match components against known vulnerability databases such as the NVD or OSV.

The CRA requires a commonly used, machine-readable format but does not name a specific standard; industry practice and the emerging regulatory guidance lean toward CycloneDX and SPDX. Choosing one now will save significant rework later.

SBOMs are not static documents. They must be updated with each product release and whenever the component inventory changes. Automating SBOM generation as part of your CI/CD pipeline is the only practical way to maintain accuracy over time.

Practical Steps to Prepare Now

With five months until the September 2026 deadline, here is a prioritized action plan:

1. Inventory your products. Identify every product with digital elements that you place on the EU market. This includes products sold directly and those distributed through channel partners. Determine which products fall under the "important" or "critical" categories, as these carry additional conformity assessment requirements.

2. Map your software components. Generate an SBOM for each product. Start with your highest-risk and highest-volume products. Use automated tooling integrated into your build process rather than manual documentation.

3. Establish vulnerability handling procedures. Define your PSIRT charter, assign roles, and document your triage and response workflows. Set up a public vulnerability disclosure policy and a reporting channel.

4. Set up ENISA reporting channels. Familiarize your team with the ENISA single reporting platform. Prepare notification templates for the early warning, the 72-hour notification, and the final report. Run a tabletop exercise to test your team's ability to meet the timelines under realistic conditions.

5. Audit your supply chain. Engage with your component suppliers and open-source dependencies. Understand their vulnerability disclosure practices and ensure you have a reliable way to receive upstream vulnerability notifications.

6. Assign accountability. Designate a named individual or team responsible for CRA compliance. This person needs authority to coordinate across engineering, legal, and product management.

Common Mistakes to Avoid

Organizations preparing for the CRA reporting deadline frequently fall into the same traps. Knowing these in advance can save you significant time and cost.

  • Treating SBOMs as a one-time exercise. An SBOM that was accurate at the time of a product release but has not been updated since is a liability, not an asset. Automate generation and updates.
  • Confusing vulnerability disclosure with vulnerability reporting. Disclosing a vulnerability to your users is separate from reporting it to ENISA. The CRA requires both, on different timelines and through different channels.
  • Underestimating the 24-hour window. Twenty-four hours from awareness to early warning notification is an extremely tight timeline. If your first attempt at meeting this deadline is during a real incident, you will almost certainly fail. Test your process before it matters.
  • Ignoring transitive dependencies. Your direct dependencies are only the surface. The CRA's SBOM baseline is top-level dependencies, but your vulnerability-handling and reporting obligations cover the whole product — a vulnerability three levels deep in your dependency tree is still yours to handle and, if actively exploited, to report. Your SBOM tooling should capture the full dependency graph.
  • Waiting for final implementing acts. Some manufacturers are delaying preparation because certain technical standards and implementing acts are still being finalized. The Article 14 reporting obligations, however, are already defined in the regulation text. Waiting is not a defensible strategy.
  • Assuming this only applies to software companies. If you manufacture any physical product that includes firmware, an embedded OS, or network connectivity, you are in scope. This includes industrial equipment and consumer appliances — and medical or automotive products too, unless they are covered by sector-specific EU rules (the MDR/IVDR, vehicle type-approval) that exempt them from the CRA while imposing their own cybersecurity requirements.
